上海国际人才交流协会，英文名称为“Shanghai International Academic Exchange Association”（缩写为“SIAEA”），于1988年4月经上海市人民政府批准成立。协会的成立与发展得到了国家和上海市各级领导的高度重视和亲切关怀，江泽民同志、黄菊同志曾先后担任协会第一届和第二届理事会名誉理事长。 上海国际人才交流协会是上海市改革开放和对外交流的重要窗口。自2002年起，协会在美国、英国、法国、德国、澳大利亚、加拿大、日本建立了8个海外联络处搭建国际人才交流平台、宣传引才引智政策的职能，推介营商环境。 上海国际人才交流协会驻德国联络处（SAIEP）成立于2004年，遵循互信互惠的原则，根植当地深耕不辍。积极推动中德两国的交流，并在欧洲其他国家建立了广泛的网络。主要工作包括负责国内公务员境外培训和交流、传递人才政策和需求信息、为企业提供招聘资讯、组织技术交流、参与政府机构活动和国家展会等。同时加强了对外国企业团队的协助，努力促进外国高层次人才来沪创新创业。

“Foreign Talents in Shanghai ”Salon Opening Ceremony 2021 Held

International salons are held to build a platform for talent exchanges, in an effort to implement the strategic idea of General Secretary Xi Jinping of “assembling the best minds across the land and drawing fully on their expertise”, celebrate the spirit of Shanghai, “pleasing talents at home and attracting talents abroad”, as advocated by the Shanghai Municipal Party Committee and the Shanghai Municipal Government, and strive to create a strong atmosphere where “everyone contributes to building the soft power of Shanghai”. On the afternoon of November 12, the “Foreign Talents in Shanghai Salon” Opening Ceremony 2021 was successfully held at No. 1634 Middle Huaihai Road, Xuhui District. The event was guided by the Science and Technology Commission of Shanghai Municipality (Shanghai Administration of Foreign Experts Affairs), and organized by The Administrative Center of Shanghai R&D Public Service Platforms (Shanghai Service Center for Foreigners Working in China). With the theme “Love Shanghai for Shared Future”, the autumn feast to the mind gathered more than 30 foreign experts in Shanghai from more than a dozen countries.


The event is a gathering that bonds talents from home and abroad. The foreign experts invited include the winners of the Friendship Award from the Chinese government and the Magnolia Award over the years, experts and scholars from colleges and universities, management talents from multinational corporations, and young talents from different industries. Also present was Zhang Quan, Director General of the Science and Technology Commission of Shanghai Municipality and Director General of the Shanghai Administration of Foreign Experts Affairs, who delivered a speech, and Huang Hong, Deputy Director of the Science and Technology Commission of Shanghai Municipality and Deputy Director of the Shanghai Administration of Foreign Experts Affairs. In his speech, Zhang Quan emphasized that one major purpose of holding the salon was to build a platform for interaction and exchange that give birth to friendship, integration and innovation. It was expected to break the barriers between disciplines and fields, giving way to cooperation opportunities. The STCSM (SAFEA) would also continue to offer quality, efficient and convenient services for foreign talents, imbuing the city with more “magic” and charm. It would be a pleasant environment for business, living, learning, and traveling, where everyone could find their own place and experience an idyllic lifestyle.

Vice President and Distinguished Professor Zhang Chengqi of the University of Technology Sydney, and Dimitri Lavillette, a researcher at the Institut Pasteur of Shanghai, Chinese Academy of Sciences, and winner of the 2020 Magnolia Memorial Award, gave keynote speeches on artificial intelligence and virus prevention, and had a lively discussion with the guests. Accompanied by the elegant Chinese classical music, the tea ceremony was performed, allowing foreign experts who usually drink coffee and teabags an in-depth understanding of the different types, brewing methods and effect of Chinese tea, and exposing them to the unique charm of Chinese tea. The official debut of the mascot “Shanghai Magic” brought the event to its climax.

We will continue to hold the “Foreign Talents in Shanghai Salon”, diversifying its content and form to build an international circle of talents. We will continuously create offline comprehensive service windows and international salons for foreign experts. The O2O service platform of “Foreign Talents in Shanghai”, including official WeChat account, official website, and dedicated consulting services, is a strong magnet attracting an increasing number of outstanding talents at home and abroad to jointly build Shanghai into a major center for talent and innovation, and create a legend of mutual promotion between talents and the city.

Mascot for Salon“Shanghai Magic”, and LOGO of “Foreign Talents in Shanghai” unveiled


At the opening ceremony, the exclusive logo of the service brand “Foreign Talents in Shanghai” and the mascot “Shanghai Magic” were officially released. On the outer circle of the circular logo is the official English, “FOREIGN TALENTS IN SHANGHAI”, implying all-round service and companionship. The image of a handshake in the middle of the logo represents international exchanges and cooperation. The image of four letters, FTSH, stands for the white mansion, the venue of the salon, at No. 1634 Middle Huaihai Road, as well as a home for foreign talents. When the logo is rotated 180 degrees, the handshake becomes an arch that signifies a bridge of friendship between China and foreign countries and FTSH is transformed into a prototype of Shanghai’s iconic landmarks—Waibaidu Bridge plus Huangpu River. The logo demonstrates the heritage of Shanghai as a modern socialist international metropolis and its inclusiveness. Inspired by the nickname of Shanghai, the “Magic City”, the mascot is a divine bird that resembles a rooster. Both images are symbols of fortune in Chinese folklore, and bring good luck and joy to everyone in the exchange activities.
